Heavy traffic congestion, especially in urban areas across the country is a lingering problem that impacts life — from delays in travel time to slow production, unmet employment targets, tourism efficiency, and affects the economic growth and development of the country.
The 2024 TomTom Traffic Index Report ranked Metro Manila as having the worst traffic globally, with commuters in the National Capital Region losing over 100 hours annually due to congestion.
The average travel time for every 10 kilometers is 32 minutes and 10 seconds — and it could only worsen.
Without a reliable mass transport system, Filipinos’ daily commute is a daily struggle to arrive at their destinations on time — a problem exacerbated by the harsh reality of overcrowded vehicles, problematic roads, costly fare, and some security risks.
To address these challenges, the Office of the Vice President (OVP) launched the Libreng Sakay Program in 2022, a vital initiative that helps commuters save both money and time, even essential particularly in time of crisis, such as during Typhoon Kristine, where it ensured that commuters were still able to travel despite adverse weather conditions.
In 2024 alone, the Libreng Sakay Program served over one million passengers, and the number has surpassed two million as of January 28.
April May Salomia, a passenger of the OVP Libreng Sakay in Davao, shared her appreciation for the program, stating, “Sana po pag patuloy po itong ganitong programa dahil napakalaking tulong po lalo na po sa mga trabahante, may kapansanan at ‘yung ibang hirap po sumakay. Maraming salamat po,” (I hope that this kind of program continues because it is a great help, especially for workers, persons with disabilities, and those who have difficulty finding transportation. Thank you very much).
Currently, there are nine buses operating in Metro Manila, Naic (Cavite), Cebu, Bacolod, and Davao City.

Matagal nang suliranin ang matinding trapiko lalo na sa mga pangunahing lungsod sa Pilipinas. Dulot nito ang malalim na epekto sa pang-araw-araw na buhay ng mga Pilipino—mula sa pagkaantala ng biyahe, mabagal na produksyon, at hindi naabot ang target sa trabaho, turismo at paghina sa usad ng ekonomiya sa bansa.
Ayon sa 2024 TomTom Traffic Index Report, ang Metro Manila ang may pinakamalalang trapiko sa buong mundo, kung saan nawawalan ng mahigit 100 oras kada taon ang mga komyuters sa National Capital Region (NCR) dahil sa tumitinding daloy ng trapiko.
Ang karaniwang bilang ng oras sa bawat 10 kilometro ay umaabot ng 32 minuto at 10 segundo—at maaari pa itong lumala.
Dahil sa kakulangan ng pampublikong transportasyon, araw-araw na pagsubok para sa mga Pilipino ang makarating sa kanilang patutunguhan ng nasa tamang oras. Pinalala pa ito ng siksikan sa mga pampublikong sasakyan, mataas na pasahe, at ilang isyu sa seguridad.
Upang tugunan ang mga hamong ito, inilunsad ng Office of the Vice President (OVP) ang Libreng Sakay Program noong 2022—isang mahalagang inisyatiba na nakatutulong sa mga komyuter na makatipid sa oras at pera. Nakakatulong rin ito sa panahon ng kalamidad kung saan tiniyak nito na mayroon pa rin silang masasakyan.
Noong 2024, mahigit isang milyong pasahero ang naserbisyohan ng Libreng Sakay Program, at umabot na ito sa dalawang milyon noong Enero 28.
