Since its establishment in 1935, the Office of the Vice President (OVP)—the second-highest government office in the country—has carried a central mission of delivering public service and responding to the needs of the Filipino people. As the institution marked its 90th anniversary last year, the celebration not only honored its legacy but also laid out concrete plans to strengthen and preserve the Office for future generations.
Leading the milestone celebration in November 2025, Vice President Sara Z. Duterte emphasized the importance of safeguarding the history, programs, and contributions of past Vice Presidents.
“We are actively working toward realizing three critical goals: First, the OVP Museum, a dedicated space to permanently showcase the history, artifacts, and enduring legacy of the Vice Presidency for future generation of Filipinos,” VP Sara said.
According to Vice President Duterte, the OVP is actively coordinating with key cultural and heritage agencies, including the National Museum of the Philippines (NMP), the National Commission for Culture and the Arts (NCCA), and the National Historical Commission of the Philippines (NHCP), to ensure the proper curation and preservation of the Office’s historical materials.
To strengthen institutional foundations, the Vice President created a Technical Working Group to oversee the establishment of a permanent OVP headquarters in partnership with Department of Public Works and Highways (DPWH), Bases Conversion and Development Authority (BCDA), and the New Senate Building Technical Team. Vice President Duterte said the permanent office will improve efficiency, reduce long-term costs, and ensure uninterrupted public service.
In addition to infrastructure initiatives, the Vice President expressed strong support for House Bill No. 4215 or OVP Charter, a proposed measure that seeks to clearly define the mandate of the Office of the Vice President and institutionalize its programs. The bill was authored by former Vice President and former President Gloria Macapagal Arroyo, now Representative of the Second District of Pampanga.
The proposed OVP Charter aims to formally establish the Office’s functions, authority, and capacity through legislation, ensuring that the mandate earned through 90 years of public service is constitutionally recognized and sustained.
These forward-looking initiatives were unveiled alongside the OVP’s 90th anniversary activities, which brought together former Vice Presidents, families of past leaders, public servants, youth participants, and partners from across the country. Together, they underscored both the enduring legacy of the Office and its evolving role in national development.
As the OVP enters its next decade, the anniversary celebration served not only as a tribute to the past but as a declaration of continuity, anchored in service, strengthened by history, and guided by a clear vision for the future.
